However in my area it seems that to meet the criteria i am having to decline two offers for every offer I accept. Lots of $2-$3 offers or $6 offers for 10+ miles. I want to keep my acceptance rate above 50% so I get prioritized for good orders, how can I manage this with having to decline so many?

The reset erases your AR history, it does not set your AR to some number. You no longer have a pool of 100 orders to calculate your AR average. So, you AR is calculated out of how many you've been sent. Once you reach 100 again, it will work normally. Meanwhile you get priority for 2 weeks regardless of AR.
