Took the top off the carb and bowl was clean. Float was 1/4" below top of carb. Removed the float to check the needle and that behaved fine. It is the fiber float but it was riding smoothly and did not seem to be making contact with the bowl. The holes in the Idle jet are clear. With the air cleaner off, observed the following behavior:
